No mounting hardware included: the top sleeve slides over a pole, fence rail, or hook you already have — you'll need to supply that yourself.

Yes — the top sleeve slides over most poles, fence posts, or rails up to around 1.5" in diameter. If you don't have a pole already, garden sign stakes or shepherd's hooks (sold separately) work well too.
